RHA is developing Studies on Charging for Water Use for the Pro-management Association of Water of the Paraíba do Sul River Basin (Associação Pró-Gestão das Águas da Bacia Hidrográfica do Rio Paraíba do Sul – AGEVAP). The Study addresses the proposition of specific mechanics, improvements in water management and the definition of tariffs to be charged for water use in Brazilian Federal rivers of the Paraíba do Sul River Basin. In this context, this Project is vital to guarantee integrity and an effective water supply management in the second largest Brazilian Metropolitan Region, the Greater Rio de Janeiro.
As subsidies for this study, RHA developed a detailed literature review of the mechanisms adopted in 12 locations, including national and international river basins, as well as an analysis of the current weakness and strengths of the Paraíba do Sul River Basin. The charging for water use is a Brazilian National Water Policy tool (National Law nº 9.433), and the Paraíba do Sul River Basin was pioneer in the implementation of this legislation.
