The occupation of the municipality of Concordia began along the dos Queimados River and its tributaries, in the flattest part, in which the urban economic and administrative centre was formed. Concordia has reached an urbanization point where it is necessary to diagnose the occupation of APPs, as defined by the Forest Code, which in its article 65 deals with the need for environmental regularization of APPs in consolidated urban areas.

Seeking to provide subsidies for the compatibility of the current occupation of the city of Concordia with environmental sustainability, the study carried out by RHA aims to delimit the consolidated urban area of the city of Concórdia-SC. The delimitation was based on bibliographical and normative references, added to the cartographic reading of the space, complemented by field surveys and secondary data that sought to cover qualitative and quantitative aspects of the occupation of the city.

The area of intervention was analysed regarding: (i) the condition of the vegetation cover and the Areas of Ecological Interest; (ii) the conditions of the occupation of the Permanent Preservation Areas (APP); (iii) environmental risks and social vulnerability. These evaluations subsidized the proposal of compensatory measures (restorative, mitigation and indemnification) based on the consideration of possible impacts promoted by the occupation of APPs, considering the socio-environmental diagnosis of the area under study.

The micro basins of the urban area of Concordia were adopted as units of analysis. It is understood that environmental impacts, especially floods and landslides, although they may have occasional effects, are the result of broader contexts relating to the physical-environmental basis and anthropization. The hydrographic boundaries delimit regions where it is possible to evaluate the influence of the waterproofing processes and suppression of the vegetation cover in the events of flood and earth-moving work.

The contract between the City Hall of Concordia and RHA was signed on January 30, 2017 and is currently in its final phase.
